Chest feels tight, coughing but not producing colored mucus, tightness in throat. Could this be pneumonia or Asthma?

I can't stop coughing. I'm not producing any colored mucus. From time to time I produce a little bit of clear mucus and that's about it. I'll run a fever of about 99.5 but then it'll go away and then it goes back up throughout the day. My chest feels very tight. Sometimes I can hear myself wheeze when I breathe. The symptoms aren't very consistent. I'll feel fine and then I feel bad. I also have a tight feeling in my throat sometimes. Could this be pneumonia? -
