Can serotonin deficiency or dopamine deficiency cause depression?

Hello, I am a 26 years old female. My 17 years old brother is suffering from depression and he rarely goes out. A few months back he stopped taking antidepressant pills as they were not working. Is it possible that his depression is caused by deficiencies like serotonin and dopamine? Can serotonin deficiency or dopamine deficiency cause depression?
